A MOTION approving the implementation plan for investment of Puget Sound Taxpayer Accountability Account proceeds, in compliance with Motion 15492 and the 2019-2020 Biennial Budget Ordinance, Ordinance 18835, as amended by Ordinance 19022, Section 1, Proviso P1, as amended.

WHEREAS, as of April 27, 2020, King County is projected to receive approximately three hundred eighteen million dollars from the Puget Sound Taxpayer Accountability Account between 2020 and 2035, and
WHEREAS, the King County council passed Motion 15029, which directed council staff to work with a consultant, executive staff and stakeholders to develop an implementation plan for Puget Sound Taxpayer Accountability Account proceeds and to explore the educational needs for students in King County and the impacts of different strategies to meet those educational needs as well as a financial analysis of those strategies, and
WHEREAS, the educational needs assessment and impact assessment of nine different strategies were completed on November 5, 2018, and the financial analysis was completed on May 20, 2019, and
WHEREAS, council staff undertook further community engagement work with executive staff and a consultant by conducting fourteen subject matter expert interviews and facilitating twenty-one community listening sessions throughout King County from March 14, 20l9, to May 17, 2019, and
WHEREAS, Motion 15492 established the intent to equitably invest Puget Sound Taxpayer Accountability Account proceeds in programs and facilities designed to improve educational outcomes for students in vulnerable and underserved populations, including: children and youth of color; children and youth from families at or below two hundred percent of the federal poverty level; children and youth who are homeless, in the foster care system, in the child welfare system or are at risk of being involved or involved in the juvenile justice system; children and youth with disabilities; children and youth who identify as LGBTQ; or otherwise vulnerable children and youth, and
WHEREAS, Motion 15492 requested that executive staff develop a draft implementation plan for investments of Puget Sound Taxpayer Accountability Account proceeds as identified in this motion, and
WHEREAS, the 2019-2020 Biennial Budget Ordinance, Ordinance 18835, as amended by Ordinance 19022, Section 1, Proviso P1, as amended, restricted $4,466,000 of the Puget Sound Taxpayer Accountability Account appropriation until the executive transmits the implementation plan requested by Motion 15492 and a motion that should approve the implementation plan and reference the subject matter, the proviso's ordinance, ordinance section and proviso number in both the title and body of the motion, and a motion approving the implementation plan is passed by the council, and
WHEREAS, Motion 15492 identified future allocations for King County's portion of the Puget Sound Taxpayer Accountability Account, and
WHEREAS, Motion 15492 set forth goals and principles to guide investment of King County's Puget Sound Taxpayer Accountability Account proceeds, and
WHEREAS, in accordance with Motion 15492, executive staff worked in consultation with council staff, a representative from each council district office, service providers and stakeholders representing each of the priority educational areas and the community to develop the draft implementation plan, and the executive consulted with the King County children and families strategy task force while developing sections of the draft implementation plan that are related to early learning facilities, and
WHEREAS, King County children and youth advisory board provided input and review of the proposed draft implementation plan and passed a vote of endorsement for the draft plan;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
The implementation plan for investment of Puget Sound Taxpayer Accountability
Account proceeds, which is Attachment A to this motion, is hereby approved as the final implementation plan.
