Title
A MOTION approving the regional voting center consulting group recommendation report on the number and location for regional voting centers and ballot drop-off boxes.
Body
WHEREAS, in 2005, the Washington state Legislature amended Title 29A RCW to allow counties the option of conducting all elections by mail, and
WHEREAS, the number of King County voters who vote by absentee ballot currently fluctuates between approximately seventy and eighty percent in any given election, and
WHEREAS, nearly sixty percent of all registered voters in King County are currently registered to automatically vote by absentee ballot, and
WHEREAS, on June 19, 2006, the council adopted Ordinance 15523 authorizing the director of the records, elections and licensing services division to conduct all elections entirely by mail ballot in accordance with state laws beginning in 2007 or 2008 as determined by the director if certain conditions are met, and
WHEREAS, on November 20, 2006, the council adopted Ordinance 15652, which included a budget proviso stating that vote-by-mail implementation funds shall be expended only after council has approved by motion a report identifying the cost, location and security of regional voting centers and drop boxes, and
WHERAS, on February 15, 2007, the executive transmitted by motion a vote-by-mail transition report, which included criteria for the location of regional voting centers and ballot drop boxes and information about staffing, configuration and security for those facilities, and recommended the creation of a consulting group to identify the location of regional voting centers and ballot drop boxes, and
WHEREAS, on April 30, 2007, the council adopted Motion 12505 which approved creation of a consulting group to submit to the council proposed locations for regional voting centers and ballot drop boxes by July 27, 2007, and
WHEREAS, on July 27, 2007, the consulting group submitted to the council a report recommending the location for seventeen regional voting centers and thirty-six ballot drop locations throughout the county;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
The revised regional voting center consulting group recommendation report on
the number and location for regional voting centers and ballot drop-off boxes, Attachment A to this motion, is approved.
