BE IT ORDAINED BY THE KING COUNTY COUNCIL:
SECTION 1. Findings:
A. On December 11, 1995, the King County council passed Ordinance 12060, adopting a Six-Year Transit Development Plan for 1996-2001, which guided implementation of service changes and improvements in a way consistent with the new public transportation service structure envisioned in the Comprehensive Plan for Public Transportation.
B. On September 9, 2002, the King County council passed Ordinance 14464 adopting the Six-Year Transit Development plan for 2002-2007, which continued the successful efforts of the original Six-Year Transit Development plan and provided additional focus on congestion relief and mobility.
C. On October 11, 2004, the King County council passed Ordinance 15047, amending Ordinance 14464 to update the Six-Year Transit Development Plan for 2002-2007. The update added strategies for improving activity center mobility and to determine the conditions when King County investment in waterborne transit is appropriate.
D. By passing Ordinance 15582 on September 5, 2006, the King County council placed the Transit Now measure on the November 7, 2006, general election ballot. The Transit Now measure was passed by voters, enacting an additional 0.1% transit sales tax. New revenues from increased transit sales taxes, additional farebox revenue and other operating funds are expected to be available to finance continuing improvements to the public transportation system through the year 2016.
E. Motion 12506, passed by the King County council on April 30, 2007, directed Metro Transit to update its planning document structure to replace the Six-Year Transit Development Plan with a ten-year Strategic Plan for Public Transportation.
