Title
A MOTION requesting the executive to develop and establish outreach teams for those experiencing, or at risk of experiencing, homelessness, and to develop a report.
Body
WHEREAS, the federal and state government, King County and jurisdictions across the county currently fund programs to provide services to homeless individuals and families, and
WHEREAS, homelessness and housing insecurity remains a chronic and serious problem throughout King county, and
WHEREAS, housing service providers are located throughout King County, with a greater population of housing service providers serving residents in cities, and
WHEREAS, there is a lack of housing service providers in both rural and urban unincorporated areas within King County;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
A. The council requests that the executive develop and establish outreach teams within the department of community and human services to connect individuals and families in the unincorporated urban and rural areas experiencing, or at risk of experiencing, homelessness with housing options and other services aimed at reducing instances of homelessness, and develop a report.
B. The report should include:
1. A list of current housing and homelessness service providers in King County, including a delineation of which housing service providers serve unincorporated urban and rural areas;
2. A needs analysis identifying the number and size of homeless outreach teams that would be necessary to serve the unincorporated areas of King County, and identifying the skills and expertise needed by members of the homeless outreach teams;
3. An update on the creation of the homeless outreach teams required in section A of this motion, including plans for coordination with the King County Regional Homelessness Authority; and
4. Funding required to establish homeless outreach teams.
