Title
AN ORDINANCE authorizing the Harborview Medical Center administrator to issue warrants; and adding a new section to K.C.C. chapter 2.42.

PREAMBLE:
Ordinance 18233, adopted in February 2016, authorizes King County, by and through its executive and its board of trustees for Harborview Medical Center, to execute a Hospital Services Agreement with the Regents of the University of Washington.
Included in the Hospital Services Agreement is the Parties Agreement to achieve financial system efficiencies to reduce expenses, including allowing the Medical Center to issue its own warrants to the extent allowed by state law.
RCW 36.62.252 allows a county hospital administrator to issue warrants, if authorized by the county legislative authority and the county treasurer.
The duties of the county treasurer have been delegated to the finance and business operations division.
Paul Hayes, the Harborview Medical Center Executive Director, has requested that the county authorize its hospital administrator be allowed to issue warrants for the Harborview Medical Center operations and for capital projects administered and managed by the University of Washington under the terms of the Hospital Services Agreement.
The director of the finance and business operations division has reviewed Harborview's request and the director, acting in the director's capacity as county treasurer, has executed a letter authorizing the Harborview Medical Center administrator to issue warrants, subject to certain conditions.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
NEW SECTION. SECTION 1. There is hereby added to K.C.C. chapter 2.42 a new section to read as follows:
A. The administrator is authorized to issue warrants for the medical center, subject to the requirements and limitations in RCW 36.62.252 and in subsection B. of this section.
B. All warrants issued by the administrator shall comply with the following:
