AN ORDINANCE authorizing the King County executive to execute an interlocal agreement with the South King County Fire Training Consortium.

STATEMENT OF FACTS:
1. King County International Airport has a memorandum of understanding with the King County sheriff's office for the sheriff's office's Aircraft Rescue Fire Fighting unit ("the ARFF") to provide emergency responder services including aircraft rescue fire fighting, fire protection, fire suppression and emergency medical services.
2. Mutual aid interoperability through joint training is important as the airport relies on fire and medical mutual aid support from neighboring cities for incidents that may exceed the capacity of the ARFF.
3. By joining the South King County Fire Training Consortium, the ARFF will be able to participate in joint training activities on an ongoing basis to improve operational capabilities and interoperability with neighboring fire departments.
4. In accordance with powers vested in the administrative board of the South King County Fire Training Consortium ("the Consortium"), the board has voted to approve the county's membership. The administrative board is comprised of the fire chief of each member agency. The county will be represented on the administrative board by the sheriff's captain assigned to the ARFF as its fire chief. This sheriff's captain shall also serve as the operations chief to serve on the Consortium's operations advisory team. Appointments to the Consortium's firefighting training advisory team shall be from those deputy sheriffs assigned to the ARFF.
5. To the extent implementation of the interlocal agreement that is the subject of this ordinance requires collective bargaining, the executive is requested to engage in negotiation with bargaining representatives of affected employees to effectuate the interlocal agreement.
