AN ORDINANCE declaring King County's intent to conduct a public hearing whether to assume the rights, powers, functions and obligations of the King County ferry district.

STATEMENT OF FACTS:
1.  The King County ferry district possesses all the usual powers of a corporation for public purposes as well as other powers that may now or hereafter be specifically conferred upon ferry districts by statute as provided for in chapter 36.54 RCW.
2.  The assumption of the ferry district rights, powers, functions, and obligations by King County will eliminate the administrative challenges and duplication of staff functions in managing a separate public entity.  
3.  Before King County may assume the rights, powers, functions, immunities and obligations of the ferry district it must adopt an ordinance to conduct a public hearing to consider the assumption of the ferry district's rights, powers, immunities, functions and obligations as required by chapter 36.150 RCW.
      BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  A.  In accordance with chapter 36.150 RCW, King County intends to consider whether to assume all rights, powers, immunities, functions and obligations of the King County ferry district found in chapter 36.54 RCW.
      B.  The King County council will conduct a public hearing on November 10, 2014, at 11:00 a.m. to consider the proposed assumption of the ferry district rights,
 
powers, immunities, functions and obligations at which time all persons interested in the proposal may appear and be heard by testifying in accordance with the council's rules of procedure for public hearings.
