Title
AN ORDINANCE relating to yard waste and organics fees at recycling and transfer facilities; and amending Ordinance 12564, Section 2, as amended, and K.C.C. 10.12.021.
Body
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
A. The solid waste division of the department of natural resources and parks strives to keep fees low while covering the costs of effectively managing the system and providing high-quality service to customers.
B. Additional capacity at the solid waste division's Leadership in Energy and Environmental Design ("LEED") certified platinum Shoreline Recycling and Transfer Station improves efficiencies for handling source-separated yard waste and organic materials, such as food waste. This enables the solid waste division to reduce the fee for these materials, which will both reduce costs to ratepayers and increase recycling.
C. In accordance with K.C.C. 10.08.080, the solid waste division is seeking to encourage conservation of energy and natural resources through the incentive of a lower yard waste and organics fee at county transfer facilities.
D. Consistent with the policies in K.C.C. chapter 10.25 and the 2001 Comprehensive Solid Waste Management Plan, the solid waste division is seeking to divert as much material as possible from disposal in a manner that reduces the overall costs of solid waste management to county residents and businesses, conserves resources, and protects the environment.
E. Consistent with the 2007 King County Climate Plan, the division is seeking to facilitate the reduction of green gas emissions.
F. Reducing the fee for source-separated yard waste and organics from $82.50 per ton to $57.50 per ton will promote environmental protection and energy conservation while covering the costs of transfer and transport of these materials.
SECTION 2. Ordinance 12564, Section 2, as amended, and K.C.C. 10.12.021 are each hereby amended as follows:
