PREAMBLE:
King County entered into a consent decree with the United States Environmental Protection Agency and the Washington state Department of Ecology on July 3, 2013, that requires the county to implement its 2012 long-term control plan to control all combined sewer overflow basins by 2030.
The 2012 combined sewer overflow long-term control plan, approved by Ordinance 17413 and incorporated into the consent decree, notes the potential for joint projects with the city of Seattle.
The coordination efforts of the county and city of Seattle have resulted in a proposed ship canal water quality project, a single storage facility that will control four of the city's and two of the county's combined sewer overflow sites.
The ship canal water quality project will be designed to control the city of Seattle's Ballard and Fremont/Wallingford combined sewer overflow sites and the county's 3rd avenue west and 11th avenue northwest combined sewer overflow sites.
If the county was to pursue independent projects to control the county's 3rd avenue west and 11th avenue northwest combined sewer overflow sites, the two projects would be included in the wastewater treatment division's six-year capital improvement plan for submittal with the 2017-2018 biennial budget request.
The county and city of Seattle have negotiated a proposed joint project agreement for the ship canal water quality project, which is subject to council approval.
In order to pay the city of Seattle for the county's portion of the initial design work and property acquisition, consistent with the schedule and responsibilities as outlined in the joint project agreement, the wastewater treatment division is requesting a supplemental appropriation for the 2...
