Title
A MOTION adopting the priorities of King County for the 2007 King County budget.
Body
WHEREAS, performance management is an effective mechanism that may be used by county residents, elected leaders and policy makers to prioritize county goals and align public resources and services to those goals, and
WHEREAS, the metropolitan King County council is the policy making body of King County, and
WHEREAS, the council has been the leader in promoting performance management in King County, and
WHEREAS, in October 2002, the council adopted Motion 11561, which encouraged the executive to broaden and deepen the use of performance measurement throughout county government as a way of enhancing management of scarce resources and demonstrating accountability, and
WHEREAS, in June 2003, the council passed Motion 11739, which created a collaborative performance measurement work group to advise the county auditor and requested the executive to participate, and
WHEREAS, in September 2004, the council passed Motion 12005, that expanded the collaborative performance measurement work group to include all branches of county government and empowered the performance measurement work group to develop a work plan to determine feasible next steps to promote a uniform, countywide performance measurement and reporting system, and
WHEREAS, in July 2005, the council passed Motion 12161, which called for the countywide performance measurement work group to develop a plan with feasible next steps for establishing a countywide system of strategic performance measurement and reporting that is directly linked to resource allocation decisions and is publicly reported, and
WHEREAS, in September 2006, the labor, operations and technology committee recommended that the council approve Proposed Motion 2006-0443, which would adopt a work plan to develop and implement a countywide performance management system, and
