STATEMENT OF FACTS:
1. The solid waste division of the department of natural resources and parks provides essential public services that protect human health, the environment, and the quality of life in our region.

4. The majority of the solid waste division's costs are fixed in nature and do not decrease in concert with reductions in waste tonnage. Therefore, the department of natural resources and parks is proposing the inclusion of a fixed-revenue component in the rate structure to reduce rate volatility as tonnage drops.
5. The rate for solid waste collection entities, which includes commercial, certificated and contract haulers, is $154.02 per ton, effective January 1, 2022. This ordinance adds a fixed-annual charge for municipal solid waste hauled by solid waste collection entities and reduces their rate to $123.82 per ton, effective January 1, 2023. The solid waste collection entities rate is reduced in order to collect the same amount of revenue the solid waste division forecasts collecting in 2022 as this is intended to be revenue neutral.
6. The impact on the average single-family household with garbage collection ...
