Title
AN ORDINANCE renaming the children and family services fund and shifting revenue sources related to this fund; amending Ordinance 15961 Section 2, as amended, and K.C.C. 4A.200.170, Ordinance 5220, Section 2, as amended, and K.C.C. 6.80.020 and Ordinance 8753, Section 7, as amended, and K.C.C. 3.32.090, recodifying K.C.C. 4A.200.170 and adding a new section to K.C.C. chapter 4A.200.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. K.C.C. 4A.200.170, as amended by this ordinance, is hereby recodified as a new section in K.C.C. chapter 4A.200.
SECTION 2. Ordinance 15961, Section 2, as amended, and K.C.C. 4A.200.170 are hereby amended to read as follows:
A. There is hereby created the ((children and families services)) community services operating fund.
B. The fund shall be a first tier fund. It is a special revenue fund.
C. The director of the department of community and human services shall be the manager of the fund.
D. The fund shall be used to collect revenue from state, local and other funding sources and to expend direct service and related administration dollars to support a broad array of human services for children and families to help them achieve self-sufficiency.
SECTION 3. Ordinance 5220, Section 2, as amended, and K.C.C. 6.80.020 are hereby amended to read as follows:
The county shall distribute the marriage license fees as follows. For each license sold:
A. King County fees:
1. (($8.00)) $23.00 - King County general fund (RCW 36.18.010), of which $15.00 is to be used to fund family services (RCW 26.04.160);
2. $8.00 - King County family court fund (RCW 26.12.220), to be used to pay for expenses of family court under chapter 25.12 RCW; and
3. $2.00 - King County records preservations fund (RCW 36.22.170, to be deposited in the recorder's operational and maintenance fund for ongoing preservation of historical documents; and
((4. $15.00 - King County family services fund (RCW 26.04.160), to be used to fund family services. Fees collected in K.C.C. 6.80.020A.1. through 6.80.020A.4. above shall be deposited in the same manner as other county funds and shall be maintained in a separate account; and))
B. State of Washington fees:
1. $10.00 - State of Washington Displaced Homemaker program (RCW 36.18.010), to be transmitted monthly to the state treasurer and deposited in the state general fund for the purposes of the displaced homemaker act, chapter 28B.04 RCW;
2. $5.00 - State of Washington Child Abuse program (RCW 36.18.010), to be transmitted monthly to the state treasurer for use and support of the prevention of child abuse and neglect activities;
3. $2.00 - State of Washington Records Preservation program (RCW 36.22.170), to be transmitted monthly to the state treasurer who shall distribute such funds to each county treasurer within the state in July of each year in accordance with the formula described in RCW 36.22.190 for ongoing preservation of historical documents of all county offices and departments; and
4. $2.00 - Surcharge for archives and records management (RCW 36.22.175), to be transmitted monthly to the state treasurer for deposit in the archives and records management account.
SECTION 4. Ordinance 8753, Section 7, as amended, and K.C.C. 3.32.090 are hereby amended to read as follows:
All revenues derived from parking fees shall be distributed as follows:
A. Applicable local and state taxes;
B. An allocation to cover rent payments or debt service payments for the Goat Hill parking garage and pro-rated rent for the parking portion of the Chinook Building;
C. It is the intent of the council to ((annually)) biennially, during the budget process, identify a portion of the revenue going to the current expense fund to be transferred to the major maintenance reserve fund to support major maintenance projects at the garage and other parking facilities, taking into account the major maintenance model and financial plan;
D. An allocation to the facilities management division of the department of executive services's internal service fund to reimburse the fund for expenses associated with the operation of the parking program;
E. An allocation to the community services operating fund for support of health and human services activities sufficient to increase the allocation from 2004 levels at the
local consumer price index; and
F. The residual revenues distributed to the current expense fund.
