Title

A MOTION confirming the King County board of health's selected nonelected member candidates to begin serving in 2023.

Body

                     WHEREAS, Engrossed Second Substitute House Bill 1152 was signed into law in May 2021 as Chapter 205, Laws of Washington 2021, modifying the structure of local boards of health to require an equal number of elected to nonelected members, with one of the nonelected members to be selected by the American Indian Health Commission for Washington State and the remaining members selected by the King County board of health from three specific categories of interests:  public health, health care facilities, and providers; consumers of public health; and other community stakeholders, and

                     WHEREAS, in accordance with Chapter 205, Laws of Washington 2021, on April 13, 2022, the Washington state Board of Health adopted chapter 246-90 WAC outlining how nonelected members of local boards of health are to be recruited, selected and appointed, and

                     WHEREAS, in response to Chapter 205, Laws of Washington 2021, Ordinance 19418 in April 2022 amended board membership in the King County Code to reflect the new state law, and

                     WHEREAS, the board adopted R&R BOH22-02 in May 2022 to amend Board of Health Code to reflect the new state law, chapter 246-90 WAC and Ordinance 19418, and

                     WHEREAS, the board coordinated with the American Indian Health Commission for Washington State to receive their candidate selections, and

                     WHEREAS, from May through October 2022, the board conducted a robust and successful recruitment and selection process for including web-based open houses with Spanish and American Sign Language interpreters, providing information in English and Spanish on the board and public health - Seattle & King County websites, social media and published in local media outlets, email newsletters and shared through community networks including public health - Seattle & King County's pandemic and racism community advisory group, and

                     WHEREAS, the selected applicants represent a breadth of lived experience and expertise that will enhance the board's efforts to preserve and protect the public's health, and

                     WHEREAS, in accordance with K.C.C. 2.35.024.D., the board adopted Resolution 22-04, dated October 20, 2022, and subsequently transmitted the requisite materials to the King County council;

                     NOW, THEREFORE, BE IT MOVED by the Council of King County:

                     The King County board of health's nonelected member candidate selections as

identified in Attachment A to this motion are hereby confirmed for the terms identified in the attachment.
