A MOTION authorizing the chair of the council to enter into a contract amendment extending the term of the contract for services to represent the county with the Washington state Legislature, specifying the compensation to be paid during the extended term of the contract and adding terms permitting further extension of the contract and requests for price changes.
Body
WHEREAS, the county is a subdivision of the state of Washington, and
WHEREAS, as a result, the county's services, operations and finances are to a significant extent controlled by the laws of the state, and
WHEREAS, legislation passed by the Washington state Legislature often impacts King County's services, operations and finances, and
WHEREAS, it is in the interest of the residents of King County to have representation during the legislative session on a broad range of complex issues, and
WHEREAS, based on a competitive solicitation process, Two Medicine Communications Public Affairs Consulting was selected as the highest ranked proposer and was been chosen to represent the county with state government officials, and
WHEREAS, the term of the county's contract with Two Medicine Communications Public Affairs Consulting currently runs for one year, from January 1, 2011, through December 31, 2011, and
WHEREAS, the county has negotiated an amendment of the contract that:
1. Extends the contract for one additional year at the same rate of compensation, not to exceed $131,200; and
2. Adds language to Article II that:
a. Permits the extension of the contract, at the county's option, for a third year at the same rate of compensation; and
b. Permits either party to request "[r]easonable price changes based on market conditions and price/cost analysis";
NOW, THEREFORE, BE IT MOVED by the Council of King County:
