AN ORDINANCE increasing transparency as it relates to the executive's budget and budget reporting; and amending Ordinance 12076, Section 2, as amended, and K.C.C. 4.04.020; and Ordinance 12076, Section 3, as amended, and K.C.C. 4.04.030.

PREAMBLE:
The King County council determines policy for the county and the King County executive is the chief executive officer of the county.
Consistent with their powers granted under the King County Charter, the executive proposes the annual budget and the council adopts appropriations and revenues for the year.
The council and the executive share a goal of enhancing the detail contained within the annual budget and annual budget ordinance to provide more understandable information to the public. Ordinance 16445, approved in 2009, requires an enhanced level of budget in the budget and budget documents with the goal of creating a model document of publicly transparent budgeting. Ordinance 16764, approved in 2010, requires additional detail on capital project funding with the goal of improving transparency and oversight of capital project planning, management and programming.
Implementation of these ordinances has resulted in a more transparent budget process with improved accountability to the public. Building on this progress, another new requirement, as established in this ordinance, will add an additional layer of transparency. This new requirement pertains to executive branch staff who are included in a department's or administrative office's full-time equivalent allocation authorized in the annual budget, but whose daily work is directly supervised by the executive or the executive's designee in the office of the executive.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Ordinance 12076, Section 2, as amended, and K.C.C. 4.04.020 are each hereby amended to read as follows:
