Title
A MOTION approving the Project Program Plan - Cedar Hills Regional Landfill 2010 Site Development Plan, in accordance with K.C.C. 4.04.200.C.3.
Body
      WHEREAS, the Cedar Hills regional landfill has provided for the safe and efficient disposal of the county's solid waste since 1965, and
      WHEREAS, Cedar Hills is the only active landfill remaining in King County, which allows King County to have disposal rates that are among the lowest in the region, and  
      WHEREAS, the current tonnage forecast indicates that Cedar Hills will reach its currently permitted capacity in 2018, and
      WHEREAS, the Comparative Evaluation of Waste Export and Conversion Technologies Disposal Options prepared by R.W. Beck in 2007, indicates that disposal at Cedar Hills is more economical than other disposal options, such as transporting waste to an out-of-county landfill, or to a waste-to-energy or other waste conversion facility, and
      WHEREAS, the solid waste division's recommendation in the 2007 Solid Waste Transfer and Waste Management Plan to "Explore opportunities for taking advantage of available landfill capacity to extend the life of this cost-effective disposal option; revise the Cedar Hills Regional Landfill Site Development Plan and seek to maximize the capacity (lifespan) of the landfill, subject to environmental constraints, relative costs to operate, and stakeholder interests" was approved by the King County council in Ordinance 15979, and
      WHEREAS, five action alternatives to extend the useful life of Cedar Hills and a no-action alternative were evaluated in the Environmental Impact Statement Cedar Hills Regional Landfill 2010 Site Development Plan as required by the State Environmental Policy Act, and
      WHEREAS, the environmental review included a public notification and involvement process including public meetings to provide the opportunity for public comment, and
      WHEREAS, based on the environmental review, public and agency comments, operational feasibility, and cost analysis, Alternative 2 was selected as the preferred alternative, and
      WHEREAS, K.C.C. 4.04.200.C.3. requires that a project program plan be prepared for each Capital Improvement Program, and
WHEREAS, the Project Program Plan - Cedar Hills Regional Landfill 2010 Site Development Plan was prepared by the solid waste division, describing the overall development concept and scope of work for the preferred Site Development Plan alternative; and
WHEREAS, the proposed preferred alternative will further the county strategic plan goal of sound fiscal management by allowing the county to continue to offer low solid waste disposal rates and the goal of environmental sustainability by ensuring the proper disposal of solid waste; and
      NOW, THEREFORE, BE IT MOVED by the council of King County:
      The Project Program Plan - Cedar Hills Regional Landfill 2010 Site Development Plan, Attachment A to this motion, is hereby approved.
