Title
A MOTION recognizing the county director of elections for achieving the status of Certified Election Administrator and requesting periodic reports regarding the director's maintenance of certification.
Body
WHEREAS, the voters of King County on November 4, 2008, approved a charter amendment making the position of county director of elections an elective office, and
WHEREAS, the complexity of modern election systems makes it necessary for the county director of elections to possess certain technical and administrative qualifications and expertise in order to perform effectively in that role, and
WHEREAS, the voters of King County on November 4, 2008, approved a charter amendment allowing the county council to establish by ordinance additional qualifications for the office of director of elections, besides the charter requirement of being at least twenty-one years old, a citizen of the United States and a resident and registered voter of King County, and
WHEREAS, the county council by Ordinance 16302 established additional qualifications for the office of director of elections, including a requirement that "[n]o later than thirty months after having been elected or appointed to the office of elections director, the director shall have earned the certification of elections administrator from the Washington state Office of the Secretary of State, and shall meet all continuing education requirements of the Secretary of State," and
WHEREAS, as demonstrated by the letter from the Washington Secretary of State that is Attachment A to this motion, King County director of elections Sherril Huff has obtained certification as a Certified Election Administrator, as required by Ordinance 16302, and
WHEREAS, once certified, election administrators are required, in order to maintain their certification, to obtain eighteen hours of continuing education each year, as provided in WAC 434-260-300;
