AN ORDINANCE authorizing the King County executive to execute an interlocal agreement with the city of Normandy Park regarding improvements to the Sylvester Road Bridge.

STATEMENT OF FACTS:
1. The city of Normandy Park has obtained a grant from the federal Highway Bridge Program to rehabilitate the Sylvester Road Bridge (#1052A). The bridge is located in the city of Normandy Park.
2. The federal Highway Bridge Program requires that a Certificate Acceptance agency inspect, manage, document and otherwise administer federally funded construction projects. The city is not certified to administer the contract for the rehabilitation of the bridge.
3. The road services division is certified by the Washington state Department of Transportation TransAid to administer federally funded construction contracts.
4. The city has requested that the road services division act on its behalf in managing the rehabilitation of the Sylvester Road Bridge in compliance with federal requirements.
5. The county and the city will benefit from the use of county personnel, equipment and expertise in the administration, management, documentation and inspection of the city's federally funded construction contract.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. The King County executive is hereby authorized to execute an
interlocal agreement with the city of Normandy Park, substantially in the form of Attachment A to this ordinance, regarding improvements to the Sylvester Road Bridge.
