AN ORDINANCE amending the 2010 Budget Ordinance relating to the department of development and environmental services; and amending the 2010 Budget Ordinance, Ordinance 16717, Section 84, as amended and declaring an emergency.
body
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1 Findings:
A. Ordinance 16717, Section 84, P1 provides that unless, by March 1, 2010, a permit fee increase for the department of development and environmental services is enacted by ordinance, fifteen FTEs must be eliminated. In order to effectuate this directive, the department must issue lay-off notices by February 1, 2010.
B. The executive is working collaboratively with the council to develop a proposed permit fee ordinance but that proposed ordinance will not be ready for action before the March 1, 2010 deadline contained in the above referenced budget proviso.
C. In order to ensure that the citizens of King County are provided with the current level of permitting services during which a proposed permit fee ordinance is being developed, the council has determined that extending the date by which the permit fee ordinance must be enacted is necessary to preserve the public peace, health or safety or for the support of county government and its existing public institutions.
D. In order for this ordinance to be effective prior to February1, 2010, when lay-off notices otherwise would be required to be issued by the department, it is necessary to enact this ordinance as an emergency.
SECTION 2. Ordinance 16717, Section 84, as amended, is hereby amended by adding thereto and inserting therein the following:
DEVELOPMENT AND ENVIRONMENTAL SERVICES - From the development and environmental services fund there is hereby appropriated to:

P1 PROVIDED THAT:
