STATEMENT OF FACTS:
1.  King County faces serious financial challenges in 2010.
2.  The chief information officer prepared the report titled King County IT Budget Advisory for 2010 Budget Year, which identifies potential savings opportunities related to information technology.
3.  The report recognized that if fifty percent of the two thousand one hundred ninety-two desktop computers identified in the replacement plans could be delayed beyond 2010, over one million one hundred thousand dollars would be available for other critical county operational needs.  Savings can be achieved by deferring the replacement of desktop computers.
4.  The King County IT Budget Advisory for 2010 Budget Year recommended departments avoid purchasing new desktop computers in 2010.
      BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  Moneys may not be used for the replacement of desktop computers in 2010 unless the computers are broken, are impairing productivity and business operations or are needed to meet the accountable business transformation project requirements.
