Title
A MOTION requesting the executive to develop a plan to increase the county's level of information technology infrastructure maturity and capability.
Body
      WHEREAS, in 2006, the council adopted Motion 12323, approving the information technology business case, and executive recommendation to reorganize information technology functions countywide in order to improve the delivery of technology services, and
      WHEREAS, King County has conducted an analysis of its information technology operational maturity establishing a baseline in the May 12, 2008, report, "King County Enterprise Infrastructure Optimization Analysis," in an engagement with Microsoft using a third-party independent business value assessment tool from Alinean Inc., which incorporates independent research metrics and analysis by IDC, Gartner Consulting Research and Wipro Inc, and
      WHEREAS, this model identifies four levels of overall information technology infrastructure maturity and capability, and
      WHEREAS, King County's identified overall level of maturity is identified as Basic, which is the first level of maturity in the model;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      A.  The executive is requested to prepare a plan for moving King County to level two of information technology operational maturity.  The plan shall identify the costs and savings over a specified period that will be achieved by the transition to the next level of operational maturity.
      B.  The executive is requested to file with the clerk of the council by October 1, 2009, twelve copies of the plan for moving King County to the next level of information
 
technology operational maturity, for distribution to all councilmembers and the lead staff of the government accountability and oversight committee or its successor.
