AN ORDINANCE making disappropriations that total $1,216,446 and an appropriation of $2,787,446 to the conservation futures capital fund for a net increase of $1,571,000 and an appropriation and disappropriation to the parks capital fund for a net $0 increase to support the Raging river headwaters acquisition project; and amending the 2009 Budget Ordinance, Ordinance 16312, Sections 42 and 125, as amended, and Attachment B, as amended.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings: The council makes the following findings of fact:
A. King County government works to ensure the long-term viability of natural resources for its citizens through the preservation of lands for agriculture, forestry and trails. Further, the preservation of natural basins and watersheds for salmon recovery and species protection is a high priority.
B. Ordinance 16084 authorized the county executive to participate with the Port of Seattle in a transaction to acquire the Burlington Northern Santa Fe (BNSF) Eastside Rail Corridor. Public ownership of this vital corridor will preserve the land for use as a trail, as well as its potential for additional transportation options in the future. It is the intent of the council that previous appropriations remain committed for this purpose.
C. The Raging river headwaters, project 315173, proposed to be funded by conservation futures tax (CFT) funds is of equal importance to preserve a vital county natural area from future development by obtaining a conservation easement and development rights on lands surrounding one of the most important rivers for threatened Chinook salmon. This project will also help complete the Mountains to Sound Greenway.
SECTION 2. Ordinance 16312, Section 42, as amended is hereby amended by adding thereto and inserting therein the following:
