A MOTION authorizing the chair of the council to amend a contract for an independent consultant to provide key technical analysis expanding the scope of the King County auditor's office performance audit of King County Metro Transit.

WHEREAS, the metropolitan King County council adopted Ordinance 16310 in November 2008, appropriating funds for an expanded performance audit of transit by the King County auditor, and
WHEREAS, after a competitive process the metropolitan King County council chair signed contract number contract T03011T on November 17, 2008, for transit audit work by Booz Allen Hamilton, and
WHEREAS, a waiver from standard procurement procedures was approved by finance and business operations division on January 20, 2009, and
WHEREAS, the county auditor evaluated Booz Allen Hamilton's proposal for an expanded scope and proposed staffing qualifications, and determined that Booz Allen Hamilton, in partnership with Nelson Nygaard, Matt & Associates, Courval Scheduling and newly added MicroKinetics has the qualifications and expertise to conduct key technical analysis as part of a performance audit of transit service and operations, and recommends council approval of Booz Allen Hamilton for the amended services, and
WHEREAS, Motion 10651, Section III, as amended, and OR 1-020 requires the council to authorize the council chair to sign any contracts in excess of twenty-five thousand dollars in the legislative branch;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
The chair of the metropolitan King County council is authorized to amend contract T03011T with Booz Allen Hamilton to increase the total contract amount in an amount not to exceed six hundred thousand dollars and modify the scope of work in Attachments A and J to the contract with Booz Allen Hamilton to provide key technical
analysis as part of the expanded King County auditor's performance audit of King County Metro Transit...
