WHEREAS, hazardous weather conditions consisting of heavy rainfall, widespread flooding and landslides that began on January 7, 2008, are creating dangerous road conditions and posing a risk to public property and facilities, and
WHEREAS, persons and property have been and will be adversely affected throughout King County unless further efforts are taken to reduce the potential threat to life and public property, and
WHEREAS, emergency measures to clear county roads and protect other public facilities must begin immediately to minimize the potential risk of personal injury and property damage, and
WHEREAS, the nonemergency requirements of K.C.C. chapter 4.16 relating to the county's lease or purchase of tangible personal property or services, contracts for public works as defined by RCW 39.04.010 or to the selection and award of professional and/or technical service consultant contracts; including contracting on a competitive basis for public works contracts, leases or purchase of supplies, materials and equipment pursuant to chapter 36.32 RCW and compliance with minority and women's business enterprises requirements pursuant to K.C.C. chapters 4.18, 12.16 and 12.18 for such repairs must be waived in order to prevent delay in beginning the repair work;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
