AN ORDINANCE relating to jail services; authorizing the execution of an amendment to the interlocal agreement between King County and the Washington state Department of Corrections allowing King County to make jail beds available for certain felony violators under state supervision.
body
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  Findings:
      A.  The Washington state Department of Corrections ("DOC") has the authority to detain, or cause to be arrested, certain individuals.  The DOC desires to have these individuals housed by the department of adult and juvenile detention.  The department of adult and juvenile detention would like to make use of the DOC's work release facility.
      B.  Due to King County's ongoing budget crisis, there is no room available for DOC inmates without compensation to cover the costs of housing such inmates.
      C.   Special housing beds in the psychiatric unit, in other psychiatric housing areas, and in the infirmary unit are the department's most expensive beds, and as such, DOC will now pay for use of those specialty beds above an established baseline starting in 2009.
      D.  The attached interlocal agreement provides that the county will make twenty jail beds available for DOC inmates in exchange for the use of thirty beds in DOC work release facilities.  The DOC will pay for three hundred to four hundred and twenty-five beds.  The DOC will have access to a total of four hundred and forty-five beds.
SECTION 2.  The King County executive is hereby authorized to execute an amendment to interlocal agreement, as adopted in Ordinances 14919 and 15251, in

substantially the form of Attachment A to this ordinance, allowing King County to make jail beds available for certain felony violators under DOC supervision.
