Title
AN ORDINANCE approving Amendment No. 1, April 2008, to the Covington Water District 2007 Comprehensive Water System Plan Update.

STATEMENT OF FACTS:
1. The King County council approved the Covington Water District 2007 Comprehensive Water System Plan ("the plan") on December 10, 2007, by Ordinance 15980.
2. The Covington water district ("the district") subsequently received a request to extend water service to a single-family development, known as Sugarloaf Mountain, which lies adjacent to the eastern district boundary as identified in the South King County Coordinated Water System Plan.
3. By resolution on April 16, 2008, the district's Board of Commissioners approved Amendment No. 1, April 2008, to the 2007 plan update, providing for the annexation of Sugarloaf Mountain into the district.
4. Under the state Environmental Policy Act, the district reviewed the 2007 plan update, Amendment No. 1, April 2008, completed an environmental checklist and issued a determination of nonsignificance on February 5, 2008.
5. The district then submitted the amendment to the King County utilities technical review committee ("UTRC") on April 21, 2008, for county review and approval. At its regularly-scheduled meeting on August 20, 2008, the UTRC found the district's plan Amendment No. 1, April 2008, consistent with the criteria in K.C.C. chapter 13.24 necessary for approval of a modified or expanded service area boundary, and, thereby, approved the amendment.
The UTRC recommends approval of the plan amendment.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. The Covington Water District 2007 Comprehensive Water System
Plan Update, Amendment No. 1, April 2008, Attachment A to this ordinance, is hereby approved.
