      BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  Findings:
      A.  Proviso P2 to the 2008 Budget Ordinance 15975, Section 86, conditioned $400,000 of the department's appropriation on the submission by September 1, 2008, to the King County council of an action plan on how the department of development and environmental services's policies and procedures, as well as county code and incentive programs, can be improved to encourage the preservation and restoration of historic privately-owned place, including buildings, homes, barns, sites of archaeological value and other places and structures that contribute to the historic character and sense of place of unincorporated King County.
      B.  The department of development and environmental services, in collaboration with historic preservation staff, has developed an action plan that identifies policies and procedures, King County codes and incentive programs that have an impact on preservation of historic resources and to encourage the preservation and restoration of privately owned historic resources.
      C.  The action plan also identifies changes to policies and procedures, codes and programs that are being implemented or will be initiated in the future to further encourage the preservation and restoration of historic resources.
 
      SECTION 2.  The Protection and Enhancement of Historic Resources Action Plan dated October 7, 2008, included as Attachment A to this ordinance, is approved.
