AN ORDINANCE relating to the Community Development Block Grant program and HOME Investments Partnership program; authorizing the executive to enter into updated interlocal cooperation agreements with cities in King County that participate in these programs.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
A. King County receives an annual Community Development Block Grant ("CDBG") entitlement grant and a HOME Investments Partnership ("HOME") grant, and related federal funds from the United States Department of Housing and Urban Development ("HUD").
B. Pursuant to K.C.C. chapter 24.04, it is the policy of King County to partner with cities and towns in King County as urban county consortia for planning the distribution and administration of federal CDBG, HOME and related federal funds from HUD that serve the needs of very-low-, low- and moderate-income households.
C. Pursuant to K.C.C. 24.13.010, King County consortia partnerships are established through the following interlocal cooperation agreements:
1. CDBG agreements for cities that do not qualify to receive their own CDBG grant, and participate in both the CDBG and HOME consortia;
2. CDBG joint agreements for cities that could qualify to receive their own CDBG grant, but that choose to participate in the King County CDBG consortium to plan and implement a joint community development and housing program; and
3. HOME agreements for cities that receive their own CDBG grant, but do not qualify to receive their own HOME funds, and participate only in the HOME consortium.
D. In order for the King County CDBG and HOME consortia to remain qualified as urban county consortia with HUD, the consortia must renew and/or update the interlocal cooperation agreements every three years.
E. The King County CDBG and HOME consortia have agreed on updates to the CDBG agreement, CDBG joint agreement and HOME agreement for the 2009-2011 ...
