BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
A The purpose of King County animal care and control is to serve and maintain such levels of animal care as will protect animal and human health and safety, and to the greatest degree practicable to prevent injury to humans and property and cruelty to animal life.
B. The King County animal shelters in Kent and Bellevue house approximately thirteen thousand stray, abandoned and neglected animals each year.
C. The animal care and control citizen's advisory committee and outside consultants have recommended taking immediate action to improve the condition of the shelters to relieve overcrowding and reduce the potential for disease among animals.
E. Immediate facility and operational improvements will provide some immediate relief for the reduction of animal crowding and the spread of disease at the shelters.
F. Animal overcrowding and unmet facility needs threaten the usefulness of the shelters, undermine the ability to perform essential functions, and will result in financial loss to the county if not immediately addressed.
G. On _________________, the King County executive issued a determination of emergency and waiver from procurement requirements for immediate facility and operational improvements and planning needs for the shelters
H. Ordinance ________ provides funding for some immediate facility and operational improvements and planning needs ("the projects") for the shelters that will provide some relief to animal crowding, reduce the potential for the spread of disease among animals and begin to address facility needs.
