Title
AN ORDINANCE approving the Northeast Sammamish Sewer and Water District 2006 Sewer Plan.

PREAMBLE:
K.C.C. chapter 13.24 requires approval of comprehensive plans for water and sewer utilities as a prerequisite for granting right-of-way franchises and approval of right-of-way construction permits.
RCW 43.20.260 requires that water system plans for any new industrial, commercial, or residential use are to be consistent with the requirements of any comprehensive plans or development regulations adopted under chapter 36.70A RCW or any other applicable comprehensive plan, land use plan, or development regulation adopted by a city, town, or county for the service area.
The Northeast Sammamish sewer and water district ("thedistrict") was created in 1969 as the Sahalee sewer district, and has expanded and changed its name as that part of King County has become developed. The district currently provides sewer service generally within the incorporated area of the city of Sammamish. It has separate agreements with the city of Redmond and the Sammamish Plateau water and sewer district for the provision of sewer service, and the conveyance of wastewater to the regional wastewater system. The district also has agreements to provide service outside the Urban Growth Area ("the UGA") to four schools, which will ultimately be provided service by the city of Redmond. The total area served is approximately two thousand four hundred acres, most of which is already serviced, with the remainder to be served as development infill. The estimated population served within the district's boundaries is thirteen thousand five hundred people, and four thousand five hundred eighty equivalent residential units. The projected population at buildout is fourteen thousand seven hundred, which the district expects to achieve between 2020 and 2030.
The district's sewer service area includes the Evans Creek valley, which is outside the UGA. Current zoning restricts service to this area, consistent with the King County Comprehensive Plan.
The system currently has adequate pipeline capacity for anticipated growth. Several sections of the existing system are expected to be over capacity at full development, and the sections will have to be replaced with larger pipe, as identified in the district's capital improvement program ("CIP").
The identified CIP through 2012 includes six improvements with a total cost of $947,000. The improvements will be funded through operating reserve transfers and low interest rate loans, or through bond sales. The District anticipates increasing its portion of the monthly sewer charge to its customers by three percent per year from the 2005 rate of $19.45.
The district currently meets King County standards for inflow and infiltration into its system, and plans to take additional steps to further reduce such flows.
The district has incorporated into its planning anticipated investments in water conservation by the water utilities within the district's service area. The district does not have any treatment facilities, and is required to deliver its wastewater flows to the regional wastewater system. For that reason, it does not anticipate delivering reclaimed water to any potential customers. It has identified the Sahalee golf course as a potential user of reclaimed water, should it become available for outdoor irrigation.
The plan was reviewed by the utilities technical review committee ("the UTRC") in February 2006. The UTRC recommended approval of the plan, conditioned on the district's successfully addressing a number of comments and concerns raised in the county's review. Those issues have been addressed by the district, which submitted revisions to the plan. The plan has also been modified to respond to comments from the Washington state Department of Ecology.
The district's board of directors adopted a determination of nonsignificance for the plan, in accordance with the state Environmental Policy Act on September 6, 2007.
The plan is consistent with the King County Comprehensive Plan and the King County Code.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. The Northeast Sammamish Sewer and Water District 2006 Sewer Plan, Attachment A to this ordinance, is hereby approved.
