Title
A MOTION declaring the council's support for the elements of the memorandum of understanding with the city of Burien, city of Seattle, King County Housing Authority and the Port Seattle in addressing the ownership and use of the Lora Lake apartments.
Body
      WHEREAS, in the 2006 Affordable Housing Benchmark Report, it states the ongoing challenge for many of the county's households to secure affordable housing, particularly those earning less than forty percent of median household income, and
      WHEREAS, five jurisdictions, including King County, Port of Seattle, King County Housing Authority and the cities of Burien and Seattle, have agreed to a memorandum of understanding that will address the ownership and use of the Lora Lake apartments, as well as provide other housing and economic development opportunities for the city of Burien, and
      WHEREAS, the county would like to support the city of Burien's priorities in advancing progress for the downtown transit oriented development project, the North East Redevelopment Area Plan and redevelopment of underutilized properties south of the Lora Lake apartments, and
      WHEREAS, as part of the memorandum of understanding, King County will purchase two separate undeveloped property parcels in Burien south of the Lora Lake apartments from the Port of Seattle and Seattle City Light, and develop these properties consistent with Burien Comprehensive Plan designation, policies and zoning and compatible with the current use of Lora Lake apartments, and
      WHEREAS, as part of the memorandum of understanding, King County intends to provide $500,000 to the city of Burien to be used for Burien's transit oriented development project and work cooperatively with the city to advance the transit oriented development project as a high priority, and
      WHEREAS, significant involvement and support from the state Legislature was also a large part in the negotiations, along with their willingness to advocate for additional state assistance toward housing, economic development and revitalization, and
      WHEREAS, all parties involved, including public jurisdictions, advocates and stakeholders, should be commended for their hands-on involvement in the negotiations, financial contributions, collaborative efforts and due diligence work;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      The council declares its support for the elements of the memorandum of understanding between the city of Burien, city of Seattle, King County Housing
 
Authority and the Port of Seattle in addressing the ownership and use of the Lora Lake apartments.
