PREAMBLE:
In 2005, recognizing the need for additional mental health and chemical dependency programs, the state legislature authorized counties to implement a one-tenth of one percent sales tax to support new programs.
The 2008 Executive Proposed Budget Ordinance proposes establishing the sales tax to fund the programs outlined in the Mental Illness and Drug Dependency Action Plan.
In July 2006, metropolitan King County council Motion 12320 called for a study of the individuals with mental illness and chemical dependency involved in the criminal justice, emergency services and homeless services systems. After a prevalence study verifying need for additional services, a review of current King County programs and the development of strategies consistent with the goals of Motion 12320, the resulting Mental Illness and Drug Dependency Action Plan was transmitted in June 2007.
As discussed in the action plan, the goal of the programs related to this fund is to ". . . prevent and reduce chronic homelessness and unnecessary involvement in the criminal justice and emergency medical systems and promote recovery for persons with disabling mental illness and chemical dependency by implementing a full continuum of treatment, housing and case management services."
The fund will be supported by an additional one-tenth of one percent sales tax. Collection of this additional tax will commence in 2008.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Ordinance 12076, Section 9, as amended, and K.C.C. 4.08.015, each as amended, are each hereby amended to read as follows:
