Title
A MOTION appointing committees to write the voters' pamphlet statements for and against King County Initiative 25 for the November 6, 2007, election.
Body
      BE IT MOVED by the Council of King County:
      A.  K.C.C. chapter 1.10 provides for the publication and distribution of local voters' pamphlets in conformity with the provisions of chapter 29A.32 RCW for annual general elections held in King County.
      B.  RCW 29A.32.280 provides that for each measure from a unit of local government that is included in a local voters' pamphlet, the legislative authority of that jurisdiction shall formally appoint a committee to prepare arguments advocating voter approval of the measure and a committee to prepare arguments advocating voter rejection of the measure.
      C.  On August 22, 2007, the King County records, elections and licensing services division issued a certificate of sufficiency for Initiative 25.  The initiative places a proposed ordinance on the ballot at the November 6, 2007, general election, which, if passed, would submit a proposed King County Charter amendment to voters at the 2008 general election that would create the elective office of county director of elections.
      D.  The Initiative 25 sponsor, Toby Nixon, Chairman, Citizens for Accountable Elections, submitted the names of Toby Nixon, Susan Hutchinson and Sam Reed to serve on the pro Initiative 25 voters' pamphlet committee.
      E.  In respect of the county initiative process and the Initiative 25 sponsor and supporters and pursuant to RCW 29A.32.280, the following individuals are appointed to serve on the voters' pamphlet committee to write a statement for the Initiative 25 ballot measure.
      F.  This motion is solely to honor the request of the Initiative 25 sponsor to appoint members to serve on the voters' pamphlet committee to write a statement for the Initiative 25 ballot measure.  This motion shall not be interpreted as an endorsement of Initiative 25.
      G.  The county requests the executive to appoint members to serve on the voters' pamphlet committee to write a statement against the Initiative 25 ballot measure in time for its statement to be included in the state and local voters' pamphlet and to avoid the additional cost to the citizens of King County to produce a separate voters' pamphlet.
