      BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  Ordinance 15652, Section 119, as amended, is hereby amended by adding thereto and inserting therein the following:
      From several capital improvement project funds there is hereby appropriated and authorized to be disbursed the following amounts for the specific projects identified in Attachment A to this ordinance.

      PROVIDED THAT:
      Of this amount $24,000 shall be encumbered or expended only to fund independent due diligence review of the first phase of study as described in section 3 of this ordinance.  
      SECTION 2.  Attachment A to this ordinance, dated October 1, 2007, hereby amends Attachment B to Ordinance 15652, as amended, by adding thereto and inserting therein the projects listed in Attachment A to this ordinance.
      SECTION 3.  Independent due diligence review of first phase of study for potential to sell the King Street Center and to further analyze the redevelopment of the Administration Building.  This due diligence review shall be provided by the King County Auditor and consultants managed by that office.  The costs of this review shall be paid from funds available to the facilities management division.  Due diligence review activities conducted by the King County auditor staff and consultants shall include analysis of the executive's first phase of study including but not limited to economic analyses and related assumptions, evaluation of project options for both the King Street Center and the Administration Building and financial models including revenue assumptions.
      SECTION 4.  Statement of intent:
      It is the intent of this council that no additional funds for the redevelopment of the King County Administration Building shall be appropriated until: 1) the executive transmits the findings of the study being funded by this appropriation, which should include a quantification and an analysis of the impact on global warming of the redevelopment of the Administration Building; 2) the executive provides a transmittal date for the space plan, which was due to the council on March 2006 as is required under KCC 20.12.100.  Given that this plan was due more than 18 months ago, the transmittal date must be as soon as possible, and no later than any future request for funding regarding this project; and 3) the executive transmits and the council adopts by motion the report requested in Motion 12335 regarding the evaluation of capital improvements to renovate and reopen the south entrance of the King County Courthouse.
      Pursuant to Motion 12335, the report shall evaluate the impacts to courthouse access and funding and operations options for the reopening and renovation of the courthouse south entrance and the potential closure of the east and west entrances, including, but not limited to, grant funding, one-time revenues associated with surplus sale of real property, and operational costs and potential savings.  The report shall also include an evaluation of access impacts to all branches of King County government and their employees, as well as jurors and the general public, and the results of outreach to each of these groups.
      The report and proposed motion must be filed in the form of 12 copies with the clerk
 
of the council, who will retain the original and will forward copies to each councilmember and to the lead staff for the capital budget committee, or its successor.
