AN ORDINANCE authorizing the King County executive to enter into an interlocal agreement with the city of Lake Forest Park for the transfer of drainage facilities and property interests and to execute a deed of conveyance in favor of the city of Lake Forest Park for drainage-related property interests within city limits.
Body
STATEMENT OF FACTS:
1.  The city of Lake Forest Park ("Lake Forest Park") recognizes the need for comprehensive surface water management and drainage services to preserve and protect the environment, public and private property, and the health and welfare of its citizens.
2.  Lake Forest Park has a surface water management and drainage services program that includes the inspection and maintenance of drainage facilities.
3.  Lake Forest Park has annexed areas containing drainage systems, including facilities and property interests, previously owned and operated by King County but now serving areas within Lake Forest Park city limits.
4.  Through an interlocal agreement, King County provides inspection and maintenance services for the drainage facilities formerly within King County and now within Lake Forest Park.
5.  Lake Forest Park and King County believe that it is in the best interest of the public that King County formally transfer ownership of and responsibility for drainage facilities and drainage property interests within Lake Forest Park municipal boundaries.
6.  Pursuant to chapter 39.34 RCW, the Interlocal Cooperation Act, the parties are each authorized to enter into an agreement for cooperative action.
      BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  The King County executive is hereby authorized to enter into an interlocal agreement, in substantially the same form as Attachment A to this ordinance, with the city of Lake Forest Park for the transfer of drainage facilities and property interests.
      SECTION 2.  The King County executive is hereby authorized to execute a deed
 
of conveyance in favor of the city of Lake Forest Park for drainage-related property interests within city limits as shown on Exhibit C to Attachment A to this ordinance.
