A MOTION authorizing the chair of the council to enter into a contract for an independent consultant to provide oversight of the construction of the Ninth and Jefferson Building at Harborview Medical Center.
Body
WHEREAS, the metropolitan King County council adopted the 2007 Budget Ordinance, Ordinance 15652, appropriating funds for a pilot project within the King County auditor's office to provide independent and expert oversight of King County's major capital construction projects, and
WHEREAS, the King County auditor's office was mandated to manage the pilot capital project oversight function and wishes to retain a consulting firm with expertise in capital projects management and oversight, and
WHEREAS, the county's procurement services office issued a request for proposals ("RFP") to provide oversight of the design and construction of the Ninth and Jefferson Building, incorporating the requirements set out in Ordinance 15652, and
WHEREAS, an RFP evaluation committee, comprised of county council staff, county auditor staff and county executive staff evaluated the proposals, conducted interviews and unanimously determined that the proposal from Jones Lang LaSalle best meets the selection criteria outlined in the RFP, and
WHEREAS, the county auditor also evaluated the consultants' proposals and references, determined that Jones Lang LaSalle has the qualifications and expertise to conduct this oversight project and recommends council approval of Jones Lang LaSalle, and
WHEREAS, Motion 10651, Section III, as amended, and OR 1-020 requires the council to authorize the council chair to sign any contracts in excess of twenty-five thousand dollars in the legislative branch;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
