Title
A MOTION requesting the executive to study ways to increase construction contracting opportunities for small businesses with King County and to recommend programs, changes to county code or changes to state law that would be needed to increase access to county business for small contractors.
Body
WHEREAS, the Puget Sound Regional Council's Prosperity Partnership, of which King County is a partner, found that companies with less than one hundred employees make up ninety-six percent of all businesses in the Puget Sound area and sixty percent of private sector employment is in small businesses, and
WHEREAS, the Prosperity Partnership recommended that "public policies must better promote opportunities for small companies to do business with state and local government," and
WHEREAS, the King County council recently approved the rules for the contracting opportunities program that will increase opportunities for small contractors and suppliers to do business with King County, and
WHEREAS the King County council and the executive want to expand construction contracting opportunities for small businesses;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
A. The executive is requested to examine ways to implement a program that would increase opportunities for small contractors to do business with King County; and
B. Where the executive finds impediments to implementing a program to increase opportunities for small contractors in county code or state law, the executive is requested to propose changes to county code for consideration by the council and to identify changes to state law that would be considered as the county develops its legislative agenda for 2008. The executive is requested to transmit the findings and proposed changes to the council by December 1, 2007, filed in the form of twelve copies with the clerk of the council, who will retain the original and will forward copies to each
