Title
A MOTION approving the recommendation to insource the hauling of recyclable materials.
Body
WHEREAS, King County adopted the 2007 Budget Ordinance, Ordinance 15652, relating to the county's budget, and
WHEREAS, Ordinance 15652 requires that $540,000 of solid waste division funds shall not be expended until the council approves a report and recommendations on insourcing the hauling of recyclables, and
WHEREAS, recyclable materials collected at division transfer stations and drop boxes are currently picked up by a private contractor, and
WHEREAS, a financial analysis indicates that the county stands to save money by insourcing this activity, and
WHEREAS, the five-year projection of insourcing-related program costs, including vehicle replacement plans, estimated employee escalation costs and other costs associated with absorbing this body of work demonstrates savings starting in the second year, and
WHEREAS, the five-year projection of the program costs do not impact solid waste disposal fees, and
WHEREAS, further analysis indicates that there will be operational efficiencies by insourcing this activity, and
WHEREAS, a policy analysis indicates that the decision to insource this activity will increase the county's ability to control several aspects of its operations and have a positive impact on labor;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
The recommendation to approve insourcing the hauling of recyclables by the solid waste division, as described in Attachment A to this motion, is hereby approved.
