Title
A MOTION relating to comprehensive planning; specifying the scope of work for the proposed amendment to the King County Comprehensive Plan in 2008 in accordance with K.C.C. 20.18.060.
Body
WHEREAS, King County enacted the 1994 King County Comprehensive Plan ("the plan") to meet the requirements of the Washington state Growth Management Act, and
WHEREAS, K.C.C. chapter 20.18 establishes a process for amending the plan and a program for public participation and states that every four years, beginning in 2000, the county shall complete comprehensive review of the plan and consider substantive amendments to the plan, and
WHEREAS, 2008 marks the third four-year review of the plan, and
WHEREAS, the Washington state Growth Management Act requires King County to review, and if needed revise at least every ten years, its designated urban growth area boundaries in order to accommodate the urban growth projected for the succeeding twenty years, and to review, and if needed revise at least every five years, the Comprehensive Plan and development regulations to ensure they comply with the requirements of the Growth Management Act, and
WHEREAS, in 1992, King County drew an urban growth area boundary and since 2000, approximately ninety-six percent of the countywide residential development occurred within the urban growth area, and
WHEREAS, King County has worked hard to protect critical areas and endangered species such as salmon, has constructed affordable housing and has committed resources to enrich its less advantaged communities, and
WHEREAS, King County must build on these successes and ensure that they continue into the future;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
The scope of work for the 2008 King County Comprehensive Plan Update contained in Attachment A to this motion and the work program contained in Attachment B to this motion are hereby approved as the basis for developing the amendments for the
