Title
A MOTION authorizing the chair of the council to enter into a contract for an independent consultant to design a model legislative capital project oversight and reporting function that ensures the council receives sufficient and timely information at an appropriate level of detail on the status of major county capital projects.
Body
WHEREAS, the metropolitan King County council adopted the 2007 Budget Ordinance, Ordinance 15652, appropriating funds for a pilot project within the King County auditor's office to provide independent and expert oversight of King County's major capital construction projects, and
WHEREAS, the King County auditor's office was mandated to manage the pilot capital project oversight function and wishes to retain a consulting firm with expertise in capital project management to assist in designing a model for the capital projects oversight and reporting during Phase 1 of this pilot project, and
WHEREAS, the county's procurement services office issued a request for proposals ("RFP") to conduct the Phase 1 study, incorporating the requirements set out in Ordinance 15652, and
WHEREAS, an RFP evaluation committee, comprised of county council staff, county auditor staff, county executive staff and a Washington state Department of General Administration employee with relevant project management expertise evaluated the proposals, conducted interviews and unanimously determined that the proposal from PMA Consultants best meets the selection criteria outlined in the RFP, and
WHEREAS, the county auditor also evaluated the consultants' proposals and references, met with PMA Consultants, and determined that PMA Consultants, in partnership with Saybrook Associates, Inc., has the qualifications and expertise to design a model legislative capital oversight function, and recommends council approval of PMA Consultants, and
