A MOTION authorizing the chair of the council to enter into a contract for consultant services to oversee management of a citizen engagement process to prioritize county services.

      WHEREAS, Motion 12367 adopted Priorities for People - The 2007 King County Budget—October 2006 to inform the 2007 budget process, and
      WHEREAS, the metropolitan King County council-adopted 2007 budget identified priorities for people that are designed to earn public trust, to enhance the quality of life and to protect public health and safety, and
      WHEREAS, the identified aspiration to earn public trust would require the engagement of county citizens to aid in the development of countywide priorities for their county government, and
      WHEREAS, this priority for people will require public workshops and other means of developing countywide priorities to report to the council and to serve as a guideline for policy direction to the executive in preparing his proposed budget for 2008, and
      WHEREAS, the metropolitan King County council wishes to secure a contract with an independent consultant to conduct this citizen engagement process;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      The chair of the metropolitan King County council is authorized to enter into a contract, in an amount not to exceed one hundred thousand dollars, with Elway Research, Inc., and FLT Consulting, Inc., to conduct a citizen engagement process, including but not limited to, public workshops to prioritize county services and preparation of a report
 
to the council on those identified priorities, which will serve as a guideline for development of a policy directive for the executive's proposed 2008 budget.
