A MOTION to approve the Elections Security Plan, dated November 16, 2006.

WHEREAS, the administration of elections within the geographic boundary of Dr. Martin Luther King, Jr., County is a paramount responsibility authorized by state law under Title 29A RCW, and
WHEREAS, pursuant to K.C.C. 2.16.035.A.1, the duties of the records, elections and licensing services division include conducting all special and general elections held in the county and registering voters, and
WHEREAS, the security and integrity of all elections conducted in the county must be done in an open, transparent and secure manner, and
WHEREAS, security of elections is critical to maintaining public trust and confidence in the elections system, and
WHEREAS, the records, elections and licensing services division established an elections security plan dated August 31, 2005, and
WHEREAS, the August 31, 2005, elections security plan was included in the 2005 elections operations management audit commissioned by the council, and
WHEREAS, Motion 12299 requested the executive to transmit an elections security plan by July 31, 2006, and
WHEREAS, the requested plan required significant updating due to changes that occurred, including the relocation of ballot processing activities, and
WHEREAS, the elections security plan was not submitted to the council by the requested date, and
WHEREAS, the council reiterated interest in reviewing and approving by motion the elections security plan by attaching provisos P12 and P13 to Ordinance 15623, requiring the executive to transmit the elections security plan as a prerequisite to spending Help America Vote Act grant appropriations for high speed tabulation devices and ballot tracking equipment, and
WHEREAS, the records, elections and licensing services division has updated the security plan and has transmitted it for review and approval by motion of the council, and
