BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
A. The metropolitan King County council approved Ordinance 15279, placing on the ballot a measure to create a regional health and human services fund to benefit veterans and their families and other residents in need. Council Ordinance 15279 became Proposition No. 1: Veterans and Human Services Levy. In November 2005, the voters of King County approved the levy.
B. In April 2006, the metropolitan King County council approved Ordinance 15406, "An ordinance providing direction regarding the expenditure of proceeds from the regional human services levy for veterans and others in need" and calling for the creation of a service improvement plan to guide the use of the funds.
SECTION 2. Service improvement plan. The service improvement plan, as required in Ordinance 15406 and that is Attachment A to this ordinance, is hereby adopted to guide the management and expenditure of the proceeds from the veterans and human services levy.
SECTION 3. Management and administration. The department of community and human services shall have lead responsibility for implementing the service improvement plan, with oversight from two advisory boards, and shall serve as the fund and administrative manager for the veterans and human services levy. Levy proceeds shall be divided in half and deposited in two separate funds, a veterans services levy fund and a regional health and human services levy fund. The department shall work in
cooperation with other county departments and branches of government and the levy advisory boards to ensure the goals and objectives of the levy are achieved.
