A MOTION approving the countywide methodology for identifying, validating, capturing and reporting on cost savings opportunities from information technology efficiency projects.

WHEREAS, the King County Strategic Technology Plan has established efficiency as one of four goals that follow from the long-term values the county places on the use of information technology ("IT") to provide services, with efficiency being further defined as offering a positive return on investment, improving productivity or reducing future expenditures, or any combination thereof, and
WHEREAS, projects involving IT can be identified as having a primary goal of efficiency as part of the IT project approval process, and
WHEREAS, those projects with a primary goal of efficiency may also identify cost saving opportunities as part of their business case submitted as part of the project approval process, and
WHEREAS, the approval of the efficiency project may be based on the expectation of realizing identified cost savings, and those cost savings opportunities along with any additional project benefits are expected to outweigh the associated project costs, and
WHEREAS, there is a need to track and capture cost saving opportunities throughout the county in order to better realize operational cost reductions that result from the operational improvements enabled by projects that invest in IT, and
WHEREAS, responding to the proviso in Ordinance 15333, the executive, through a collaborative effort of the chief information officer and the director of the office of management and budget, has developed a methodology to be used in ensuring that cost savings opportunities for IT efficiency projects are identified, validated, captured and reported, and
