AN ORDINANCE authorizing the county executive to enter into an interlocal agreement between King County and the state of Washington Department of Ecology relating to air support services.

STATEMENT OF FACTS:
1. The state of Washington Department of Ecology desires to provide supplemental aerial observation, surveillance and support services for purposes of oil or hazardous material spill response and training.
2. This is necessary to respond to a significant and imminent threat to life or property when no service by a private operator is reasonably available to meet that threat.
3. The county has the resources to provide such air support services.
4. Participation in this agreement is to the mutual benefit of the citizens of King County.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. The county executive is authorized to execute an agreement, substantially in the form attached to this ordinance, with the state of Washington Department of Ecology to provide air support services.
