AN ORDINANCE creating new funds for the 2019-2020 budget, including for the water and land resources shared services and for water quality internally financed projects; and adding new sections to K.C.C. chapter 4A.200.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
NEW SECTION. SECTION 1. There is hereby added to K.C.C. chapter 4A.200 a new section to read as follows:
A. There is hereby created the water and land resources shared services fund.
B. The fund shall be a first tier fund. It is a special revenue fund.
C. The director of the department of natural resources and parks shall be the manager of the fund.
D. The fund shall be used to collect revenue from:
1. Internal transfers;
2. Federal or state grants and agreements; and
3. Other restricted funding sources.
E. Consistent with any restrictions on revenues, moneys in the fund shall only be expended for providing services, coordination and technical assistance concerning water and land resources for the county and other governments, including assisting in setting and implementing priorities for water and land resources, sample collection, laboratory services, monitoring, analysis and other activities to protect, enhance and evaluate the quality of land, habitat and water resources programs, and to protect public health and the environment by providing technical assistance and education to businesses and the general public to encourage environmental stewardship, and related administration of the water and land resources division.
NEW SECTION. SECTION 2. There is hereby added to K.C.C. chapter 4A.200 a new section to read as follows:
A. There is hereby created the water quality internally financed projects fund.
B. The fund shall be a first tier fund. It is an enterprise capital fund.
C. The director of the department of natural resources and parks shall be the manager of the fund.
