A MOTION approving the final report on business transformation in response to the 2017-2018 Biennial Budget Ordinance, Ordinance 18409, Section 120, Proviso P1, related to the business resource center.

                     WHEREAS, the 2017-2018 Biennial Budget Ordinance, Ordinance 18409, Section 120, Proviso P1, related to the business resource center in the department of executive administration, states that $100,000 shall not be expended or encumbered until the executive transmits by motion a report on business transformation and the council approves the report and motion, and

                     WHEREAS, the new enterprise systems, launched as part of the Accountable Business Transformation project, also known as ABT, in January 2012, include a combination of new business processes and enabling technology applications associated with:

                     1.  The Oracle EBS system for financial and procurement operations;

                     2.  The PeopleSoft human capital management system for human resources, employee benefits and payroll operations; and

                     3.  The Hyperion system for budgeting, and

                     WHEREAS, a functional value stream ("value stream") is defined in the King County Enterprise Systems 2016 Budget Proviso Report:  Oracle EBS, Hyperion, and PeopleSoft Standardization Status, Metrics and Work Plan, adopted by Motion 14671; and

                     WHEREAS, the executive has transmitted to the council a final report on business transformation that contains the required information responding to Ordinance 18409, Section 120, Proviso P1, including:

                     1.  A summary of the current status of each functional value stream, including procure-to-pay, billing-to-cash, hire-to retire, budget-to-report and system security and controls; and

                     2.  An assessment of the overall status of each value stream based on value stream maturity criteria, performance metrics and the outcome of completed initiatives; and

                     3.  The progress made to date in meeting the value stream objectives and moving towards a high level of standardization or the beginning stages of optimization; and

                     4.  A summary of the future outlook for each value stream, including:  a description of key factors that need to be addressed within each value stream to progress to a higher level of standardization or the beginning stages of optimization; a description of the key initiatives underway with an estimated timeline and expected benefits; and an update of the value stream objectives and metrics that will be used to assess the status of each value stream going forward;

                     NOW, THEREFORE, BE IT MOVED by the Council of King County:

                     The executive's final report in response to the 2017-2018 Biennial Budget Ordinance, Ordinance 18409, Section 120, Proviso P1 is hereby approved.
