STATEMENT OF FACTS:
1. Ordinance 18442 added to the K.C.C. chapter 2A.300 a new section on the communities of opportunity-best starts for kids levy advisory board. That section was codified as K.C.C. 2A.300.520
2. K.C.C. 2A.300.520 includes provisions related to administrative support that the communities of opportunity staff team is required to provide; that includes a requirement that the communities of opportunity staff team provide all information and materials on matters scheduled for discussion or decision at each board meeting to the county council representative to the communities of opportunity-best starts for kids levy advisory board in anticipation of board meetings.
3. K.C.C. 2A.300.520 requires that the information and materials that may be needed to seek meaningful input from councilmembers be provided to the council representative forty-eight business hours before a scheduled board meeting.
4. The materials provided to the council representative have at times required additional analysis and the seeking of additional clarification from the communities of opportunity staff team in order for these to be useful tools for gathering meaningful input from councilmembers.
5. Forty-eight business hours, in light of additional work and analysis that may need to be conducted, provides a short timeline for garnering councilmember input on matters scheduled for discussion or decision at the next board meeting of the communities of opportunity-best starts for kids levy advisory board.
