STATEMENT OF FACTS:
1. The Washington state Department of Natural Resources manages state-owned aquatic lands to protect fish and wildlife and to facilitate commerce, navigation and public access.
2. The Maury Island aquatic reserve encompasses approximately five thousand five hundred thirty acres of state-owned aquatic tidelands and bedlands around Vashon-Maury Island, including Quartermaster Harbor.
3. The King County parks and recreation division of the department of natural resources and parks manages Dockton park on Maury Island, which is located on the south central part of Maury Island, adjacent to Quartermaster Harbor. Dockton park has amenities that enhance public use and access to the shoreline, including a boat launch and a public dock.
4. A thirty-year aquatic lease with the Washington state Department of Natural Resources for the area encompassing the Dockton park dock expired in 2012.
5. The department of natural resources and parks supports continued public use of and access to the shoreline in the area of Dockton park. Therefore, the department of natural resources and parks has a continuing need to lease a portion of aquatic lands within Quartermaster Harbor from the Washington state Department of Natural Resources.
6. Renewal of the lease is consistent with the 2014 Maury Island Reserve Aquatic Management Plan and will allow continued public recreational use of the aquatic area adjacent to Dockton park including, but not limited to, public fishing piers, swimming, moorage, kayaking, environmental re...
