AN ORDINANCE approving the grant funding allocation for the projects funded through the WaterWorks grant program, Round 1, in accordance with Ordinance 18031.

STATEMENT OF FACTS:

1.  Ordinance 18031 established the grant award criteria and process for the WaterWorks grant program in accordance with the 2015/2016 Biennial Budget Ordinance, Ordinance 17941, Section 110, Proviso P2, and authorized the release of $2,000,000.

2.  Attachment A to Ordinance 18031 contains the implementation guidelines for the WaterWorks grant program, including the project criteria, eligibility, project selection process and administration of grants; the implementation guidelines provide for a grant ranking committee to review, rank and recommend projects for funding and for the wastewater treatment division of the department of natural resources and parks to administer and staff the program.

3.  As described in Attachment A to Ordinance 18031, projects approved for funding must meet eligibility criteria for water quality improvements, and the grant ranking committee is to review, rank and recommend to the King County executive the projects to be approved for funding, based upon the eligibility criteria and ability of the applicants to demonstrate water quality benefits and implementation strength.

4.  The grant ranking committee convened three times in December 2015, January 2016 and February 2016 to review and rank grant proposals, and has recommended funding for the projects listed in section 1 of this ordinance, based upon the eligibility criteria, water quality benefits and implementation strength.

                     BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:

                     SECTION 1.  The King County council authorizes the funding of WaterWorks projects for Round 1, 2016, totaling $850,000, as follows:

                     A.  Nature Vision:  $24,949 for "Water Quality Education Project";

                     B.  Friends of the Issaquah Salmon Hatchery:  $30,000 for "FISH Volunteer Recruitment Support";

                     C.  Futurewise:  $81,565 for "Stormwater Pollution Reduction Project for Algona";

                     D.  Stewardship Partners:  $75,000 for "Green Stormwater Infrastructure Mini Grants, RainWise Access Grants and Community Engagement Campaign";

                     E.  West Woodland Elementary School PTA, School Gardens Committee:  $15,000 for "Rain Garden Restoration - Built to Last";

                     F.  City of Kent - $100,000 for "Leber Homestead:  Arsenic Remediation";

                     G.  Seattle Tilth Association:  $50,000 for "Improving Water Quality through Changes to Agriculture Practices";

                     H.  Mountains to Sound Greenway Trust:  $50,000 for "Me-Kwa-Mooks Parks Community Engagement and Restoration";

                     I.  City of Seattle, Seattle Public Utilities:  $250,000 for "Implementing In-Stream Methodology for Detecting Sewage in-flows to Receiving Waters";

                     J.  Cascadia College:  $18,500 for "Student Led Solutions to Stormwater Pollution"; and

                     K.  The water and land resources division of the department of natural resources and parks:  $154,986 for "Duwamish Floating Wetlands."
